Course Description

This program provides a focused and practical certification on the legal, economic, and political dimensions of Regional Trade Agreements (RTAs), also known as Free Trade Agreements (FTAs) or Preferential Trade Agreements (PTAs). The course examines the rapid proliferation of RTAs globally and their complex relationship with the multilateral trading system governed by the World Trade Organization (WTO), specifically focusing on the compliance requirements under GATT Article XXIV and GATS Article V.

Participants will gain essential knowledge by analyzing the structure and content of diverse modern RTAs (e.g., USMCA, CPTPP, EU Agreements, AfCFTA). Key areas covered include rules on tariffs, rules of origin (ROO), trade facilitation, investment chapters, and dispute settlement mechanisms specific to RTAs. The program emphasizes the strategic and operational importance of RTAs for businesses engaging in cross-border trade and equips participants with the skills to interpret and utilize RTA provisions for market access and risk management. This certificate is crucial for trade policy makers, business strategists, and legal professionals working with preferential trade rules.

Course Outcomes

Upon successful completion of this program, participants will be able to:

  1. Define and categorize the different types of Regional Trade Agreements (RTAs) and explain their proliferation and economic impact on global trade flows.

  2. Analyze the legal compatibility of RTAs with the WTO framework, specifically applying the requirements of GATT Article XXIV and GATS Article V.

  3. Evaluate and interpret the importance and application of Rules of Origin (ROO) within RTAs for claiming preferential tariff treatment.

  4. Differentiate the scope of coverage between deep and shallow RTAs, including provisions on electronic commerce, labor, environment, and investment.

  5. Assess the structure and mechanisms for dispute settlement specific to major RTAs, comparing them with the WTO system.

  6. Apply RTA knowledge to practical business scenarios, advising on market access opportunities, regulatory convergence, and supply chain strategies.
