Prerequisites: No prior formal legal training is required; however, a strong interest in international affairs, global justice, and fundamental legal concepts is essential.
Attendance & Participation: Participants must commit to attending a minimum of 80% of the scheduled sessions and actively engage in discussions and activities.
Assessment: Successful completion requires passing a final comprehensive examination or submitting a substantial research paper/project demonstrating mastery of the core concepts.
Language Proficiency: Fluency in the language of instruction (reading, writing, and comprehension) is necessary.

Course Description

This program offers a foundational and intensive certification in Public International Law (PIL), the system of rules and principles that govern relations between sovereign States and other international actors, such as International Organizations. The course aims to provide participants with a clear understanding of the fundamental concepts, the primary sources of international law (including treaties, customary law, and general principles), and the mechanisms through which this law is applied and enforced globally.

Critical topics explored include the subjects of international law (States and IOs), issues of jurisdiction and State Immunity, the principles of State Responsibility for internationally wrongful acts, and the procedures for the peaceful settlement of international disputes. Emphasis is placed on developing participants' analytical capabilities to critically assess contemporary international legal issues, such as the lawful use of force, the law of the sea, and core human rights principles, within the established international legal framework. This course is designed to equip professionals and students with the necessary legal literacy to navigate the complexities of the global legal order.

Course Outcomes

Upon successful completion of this program, participants will be able to:

  1. Identify and explain the main sources of Public International Law and interpret them in accordance with internationally accepted doctrines (e.g., Article 38 of the ICJ Statute).

  2. Analyze the criteria for statehood and recognition, and articulate the concepts of sovereignty and State Immunity.

  3. Explain the rules governing State Responsibility for internationally wrongful acts and identify the available avenues for remedies and countermeasures.

  4. Articulate the fundamental principles and exceptions related to the use of force in international relations (as governed by the UN Charter).

  5. Describe the key mechanisms for the peaceful settlement of international disputes, including the jurisdiction and functions of the International Court of Justice (ICJ).

  6. Apply core legal principles to conduct reasoned analysis and formulate persuasive legal arguments on contemporary issues in Public International Law.
